Welcome to the Norwegian Delegation to the OSCE

14.09.2016 // The Norwegian delegation to the Organization for Security and Cooperation in Europe (OSCE) serves as the main link between the organisation and Norwegian authorities. Located on the same premises as the Royal Norwegian Embassy in Vienna, the delegation works closely with the various OSCEs institutions centred in the Austrian capital.

The delegation represents Norway in all of the OSCE’s permanent bodies (The Permanent Council, The 2014 Chairmanship of the Human Dimension Committee, the Forum for Security Cooperation, the Ministerial Council and the summit). As such it serves to connect Norwegian authorities with the OSCE’s secretariat, institutions and operative missions, as well as the delegations of the other participating states. Although the delegation shares offices with the Royal Norwegian Embassy in Vienna, the majority of OSCE meetings takes place in the old imperial palace of Hofburg in the city centre, where the OSCE has its headquarters.

The delegation is headed by Ambassador Steffen Kongstad, and consists of a total of three diplomats dispatched from the Ministry of Foreign Affairs, one military adviser from the Ministry of Defence, three secretaries, one intern and one driver. The delegation’s members work with issues affiliated with the OSCE’s three dimensions of security (politico-military, economic and environmental, and human), whilst following up on the Norwegian authorities’ policies in the OSCE’s various bodies as well as reporting back to Norway on the work of the organization.
