Den norske delegasjonen til Organisasjonen for sikkerhet og samarbeid i Europa (OSSE) er hovedbindeleddet mellom organisasjonen og norske myndigheter. Delegasjonen er samlokalisert med Den kongelige norske ambassade i Wien, og jobber tett opp mot OSSEs institusjoner ved organisasjonens hovedkvarter i Østerrikes hovedstad.

Det ble under årets utenriksministermøte igangsatt et arbeid for å definere prioriteringer og målsettinger for OSSE frem mot 2015. Ministrene vedtok også tiltak for å fremme godt styresett og å bekjempe korrupsjon, men de mislyktes for andre året på rad i å enes om menneskerettigheter.

Sveits og Serbia OSSEs formannskapsland i 2014 og 2015

10. februar 2012 ble det klart at Sveits og Serbia skal ha formannskapet i OSSE i henholdsvis 2014 og 2015. Beslutningen ble tatt ved konsensus mellom alle OSSEs 56 deltakerstater.

Hvert år arrangerer det gjeldende formannskapslandet i OSSE et ministerrådsmøte. Dette er OSSEs nest øverste beslutningsorgan etter toppmøter. I år gikk turen til Litauen og Vilnius, der 56 utenriksministere og statssekretærer møttes 6. – 7. desember for å vedta nye forpliktelser for styrket samarbeid i OSSE-området.

Det finnes to hovedtyper stillinger i OSSE: Kontrakterte og sekonderte stillinger. Sekonderte stillinger er direkte finansiert av deltakerstatene og søkere til slike stillinger må derfor godkjennes og formelt fremmes av deltakerstaten der søker er statsborger. Fakta om OSSE

OSSE begynte sitt liv som Konferansen for Sikkerhet og Samarbeid i Europa (KSSE) i 1973, formalisert ved Sluttakten fra Helsingfors i 1975, og fikk sitt nåværende navn og status som internasjonal organisasjon 1. januar 1995. OSSE er i dag verdens største mellomstatlige sikkerhetsorganisasjon, og arbeider med et bredt spekter av sikkerhetsspørsmål.

Norge har vært en aktiv deltaker i OSSE siden organisasjonens begynnelse som KSSE i 1973. Det daglige arbeidet med å fremme norske synspunkter i OSSE foretas av Norges faste delegasjon i Wien, i samarbeid med Seksjon for Russland, Eurasia og regionalt samarbeid i Utenriksdepartementet i Oslo. Det arbeider også til enhver tid et antall nordmenn rundt omkring i OSSEs institusjoner og feltoperasjoner.

Praktikantopphold ved OSSE-delegasjonen

Norges delegasjon til OSSE tilbyr praktikantopphold på seks måneder for norske studenter. Søkere må være registrert student ved et godkjent lærested under praktikantoppholdet, og bør ha avsluttet en bachelorgrad. Søkere kan ikke ha vært praktikant ved en annen norsk utenriksstasjon.

OSSEs virksomhet er tuftet på prinsippet om helhetlig, omfattende sikkerhet for både stater og individer, som etablert i Sluttakten fra Helsingfors. I praksis deles arbeidet inn i tre dimensjoner med fokus på tre ulike kategorier av sikkerhetsspørsmål.

As a consequence of the terrorist attacks in Norway on the 22nd of July 2011 77 people were killed. In a remembrance speech the Norwegian Prime Minister Jens Stoltenberg stated; “Our response will be more openness, more democracy”. Within the Organization for Security and Cooperation in Europe (OSCE), Norway has received significant support and compassion from other participating States. During the permanent Council on the 28th of July 2011 the chairmanship opened the meeting by observing one minute of silence in memory of the victims.

The 17th OSCE Ministerial Council took place in Athens on 1 and 2 December 2009. The event was held at the invitation of the 2009 Chairman-in-Office, Greek Prime Minister and Foreign Minister George Papandreou.The Ministerial Council is the central decision-making and governing body of the OSCE.
